all very sound, but they are not, unfortunately,

likely to appeal to the fanatics in this

country. I do not think the report by the Secretary

Sf. for Chinese Affairs is very suitable for

publication here. It is inclined to be too

argumentative, and will inevitably provoke criti-

cism e.g. the statement of the objects of the

1923 Ordinance, accurate as it may be from the

legal point of view, will strike Members of

Parliament as somewhat peculiar, as they are

under the impression that the Ordinance was

intended to abolish the MUITSAI

system.

have to be somewhat considerably revised.
