The arguments in this despatch and in
the report, and the Per 10
Secretary
the S
for
Chinese Affairs enclosed with it, are probably
all very sound, but they are not, unfortunately,
likely to appeal to the fanatics in this
country. I do not think the report by the Secretary
Sf. for Chinese Affairs is very suitable for
publication here. It is inclined to be too
argumentative, and will inevitably provoke criti-
cism e.g. the statement of the objects of the
1923 Ordinance, accurate as it may be from the
legal point of view, will strike Members of
Parliament as somewhat peculiar, as they are
under the impression that the Ordinance was
intended to abolish the MUITSAI
system.

If, therefore, we have to produce either to
Parliament or to any of the Societies who have
interested themselves in the matter, this will
have to be somewhat considerably revised.
It
might, in fact, if this is agreed, be as well migh
refac
to revise the pet immediately so as to have
something ready if we are asked for it.

We
I do not think, however, that we should
information on the subject. Lover
will ask for a report by the Anti-Slavery and
Aborigines Protection Society (see No.1). In
our reply, No.3, we said that the report was
being called for, but did not promise to send
them
